For 20 years, Girl Scouts Nation’s Capital recognizes and celebrates outstanding women in the Eastern Panhandle of West Virginia and to foster awareness of the community initiatives with the Women of Distinction recognition.
Each honoree will receive a pin featuring a diamond, symbolizing their strength, and a pearl, representing the string of pearls Juliette Gordon Low—founder of Girl Scouts—sold to support the Girl Scouting movement. Like our founder, these women have shown a profound and enduring dedication to philanthropy and community service.

Cindy Largent-Hill
Cindy is a dedicated advocate for youth, has a remarkable career spanning various roles in West Virginia's social service sector. She presently is the Director of the Division of Children and Juvenile Services for the WV Supreme Court. Cindy's impact resonates deeply with both the youth she serves and the communities she enriches, earning her respect and admiration for her unwavering commitment to their well-being.
Dr. Chiquita Howard-Bostic
Chiquita is a dedicated educator and a highly respected member of the educational community. A dynamic leader in diversity, equity, and inclusion (DEI) with over 20 years of experience in higher education, nonprofit management, and community development. Howard-Bostic currently serves as the owner and executive director of Help Bridge, Inc., . Also volunteers at South Middle School Step Team, Boys and Girls Club of the Eastern Panhandle, 4-H leader, at Berkeley County Diversity Council, and is a Girl Scout Troop Leader in Hedgesville, WV.
Valerie Smith
Co-founding Court Appointed Special Advocates of the Eastern Panhandle (CASA-EP) in 2003, Valerie has been instrumental in aiding abused and neglected children through critical support and advocacy. Before CASA-EP, Valerie was a staunch advocate for AIDS patients in Washington, D.C., volunteering with the Whitman Walker Center during the AIDS crisis and continued supporting AIDS initiatives in various countries where she lived.

Kristie Hadley
Kristie boasts an impressive career in the financial industry spanning 28 years. She actively supports organizations like Children’s Home Society, Berkeley County PackPack program, Mountain State Apple Harvest Festival, Martinsburg Sunrise Rotary and Semper Liberi. Kristie’s commitment to philanthropy extends to leadership roles in various boards and committees, including Chair of the BCT Cares Foundation.
