Cara Keys is a lifelong advocate for youth, women, and community development. As the only woman County Commissioner in West Virginia’s Eastern Panhandle—and one of just 12% of women in elected office statewide—Cara is a trailblazer and role model for young people across the region. A dynamic community leader, Cara currently serves as President of the Rotary Club of Shepherdstown, where she also led the Youth Services Committee, hosts international exchange students, and founded the successful Shepherdstown Beer & Food Fest, benefiting Title I schools, scholarships, and youth mentoring. Her integrity, energy, and inclusive leadership embody the Girl Scout mission and continue to empower the next generation of leaders.

Whether hosting large-scale fundraisers at her beloved McMurran Farm, serving on key community boards, or supporting students and families through education and wellness initiatives, Joy’s impact is deeply felt across Jefferson County and beyond. Joy’s generosity is especially evident in the countless events she hosts at her farm, which she offers without compensation as a gift to her community.
